Sheila Payne is CTO's new Program Director

Recently, Sheila Payne has been made CTO's new Program Director. She will oversee the programs that CTO administers as well as look for more opportunities for CTO to grow into the communities that we serve. She has a heart of gold and will thrive in her new position.
